Hi, I have an '89 Formula w/ 5.0 TBI and my car just failed E-check in Ohio twice. The car has high NOx (1,400) and the limit is 1,000. The car has had a code 32 for about a year now (comes on once I have reached a constant speed above 45mph), which I believe is an EGR code. The car does seem to lack power, used to run 16.2's, now runs 16.8's, and the car often stalls after I start it once the car has been already run that day. Also, the car seems to have more power in the first minute it has been running than once it has warmed up. Doses anyone think I have a bad EGR valve of a bad EGR Sensor? The car runs smooth. Remove the vacuum hose from the EGR diaphragm and apply vacuum. If the engine nearly or completely stalls, the valve and EGR passages are OK. You have either a vacuum or electrical problem. If the engine does not stall or sputter, remove the EGR and inspect the passages/ports. They often get clogged up on high mileage engines. After cleaning, retest. If the passages are known to be clean and the engine still does not stall or sputter with vacuum applied to the valve, replace the valve.
