There's a "kit" available at virtually any Auto Parts Store and possibly even Walmart.
Basically it contains a "solution" that you spray on it, let it soak a bit and then rinse it out with water.
Then there is an "oil" that you spray on it (evenly). I like to let it sit a bit, and then install it back in your air cleaner assembly.
The instructions are on the "kit". But that's the Reader's Digest version.
