Air velocity. As the airflow increases, the top butterflies pull open. There is a screw on the passenger side that allow adjustment. You loosen a flat head screw that is horizontal and visible from the passenger fender. And then you adjust a allen head that is vertical and right below the flat head screw. It will loosen the spring on the top butterflies.
Insta quadrabog.
don't forget to tighten the flat screw back

Backwards. The allen screw is the set screw that locks the adjustement screw. The flat screw is the spring tension screw.

thanks guys, i thought i was missing a piece... i just got a quadrajet for dirt cheap, anyway, got it runnin a while ago,
is it natural for the secondary butterflies to be a little moist after idling? i thought the metering rods would discharge fuel only after the butterflies and the flapper opened... i just let the engine idle, i'm sure the secondaries didn't open... so, is it normal? or do i have to adjust something?

I don't follow. The only path for fuel to get on top of the secondary air valve is through the 'accelerator pump' dishcarge holes (forget what they are really called), when you first open the secondaries a little fuel is pulled from those holes (in the front/middle of the AV blades) in the first few degress of opening to cover the transition. A little fuel will usually end up on top of the AV blades, but it usually evaporates right off from the heat.
So what fluid are you seeing 'condense' on there?

...i'm sure its fuel, and i saw the condensation on the secondary butterflies when i opened the air-valves...hmmmmm the AV is the one on top of the carb right? also called the flapper? the one i'm refering to are the perfectly round ones, the butterflies...

If its the Secondary Butterflies that are moist, thats perfectly Normal.
the AV however should be fairly dry, I don't see how anything could get ontop of it Unless you like driving in the rain w/o a hood or aircleaner...

yep, the flappers are dry... just the butterflies... so its normal to have fuel dripping on the secondaries even if they're not being used at the moment? isn't that a complete waste of gas? i always thought they discharged only when the secondaries opened and causes the AV's to open thus raising the secondary metering rods... it only makes sense to discharge fuel only when needed right? i hope i'm right coz if i'm not then i guess i'll be putting that 2bbl back on... coz my mileage really sucks... q-jet guys please help!!!
Maybe I should Refine what I said...
A little Bit Moist Is Okay, dripping wet Is a problem.
What's the condition Of your Metering Rods and Hangers ?

the metering rods are ok, they're pretty sraight and don't show any signs of wear... and yes i think its safe to say that they're drippin wet... i'm gonna try pluging (temporarily ofcourse)the secondary nozzles to see if mileage improves... oh yeah, before that i'll try sdjusting the float first. how high should it be set? should the float be level? as in parallel to the carb casing? and how do i go about plugging the secondaries if its at all possible
