Valve float like a b*tch

Axle/Gears: 9 Bolt, 3.45
Valve float like a b*tch
Okay how can I fix this, well at least i think its valve float. When Irev to like 3200+ RPM it sounds like every rocker arm in my engine is loose. I think tis valve float but im not sure. Do I need stiffer valve springs or is it something else?
