RPM drops at wide open throttle

RPM drops at wide open throttle
The car is a 1982 Trans Am. LG4 with an open element, smog pump taken out, 1 5/8 inch headers and a 3 inch catback, with a catco cat.
At wide open throttle from a stop, the car goes to 4500 without a problem in 1st gear. Around 4,000 in second, the rpms will stop moving and come down a few hundred. If I let off the gas, it will shift, and with the pedal back to the floor, the rpms continue to move to the redline. I don't know how it reacts at the top of third gear.
What's happening? The car got a tune up a few months ago. The open element may be clogged, but I don't have problems in first gear, only second.

Well, I assume a fuel filer isn't too expensive, any preference as far as which one to get?
How do I check to see if the fuel pump is dead?
