LPE intake install questions.....

LPE intake install questions.....
On the intake I got the other day, there are block off plates over the EGR area. My question is, do I have to take them off and use my EGR, will I fail emissions if I don't have it on there? Or can I leave them blocked off and take off the ERG stuff?
