Question about the GM goodwrench 350

Ok here's something i've noticed. The parts manual it comes with says that the engine (part #10067353) has 190 hp. And the Scoggin-Dickey website says the same engine has 250 hp @ 5,000 Rpm and CHP says it has around the same. Here's the scoggin-dickey specs http://www.sdpc2000.com/cart.asp?act...id=128&pid=110

Anyway, what's up with this discrepancy?? 190 hp vs 250? Is that with headers or something? I don't want to put this thing in and be competing with L69's.

The horsepower at 250 hp, is with open exhaust, q-jet, hei distributor, and cast iron intake.
