Best Way to Install Extra O2 Bung?

I bought an extra bung to weld in for a wideband sensor. Should I drill the hole first and weld the bung on over it or should I weld the bung on first and try drilling the hole after and risk hitting the threads with the bit?

drill the hole
scrape/grind the metal around the hole for a good weld
weld the bung on, centered over the hole.

btw, last time i did it i stuck a piece of metal rod thru the bung, into the hole.

that held it centered, and it protected the threads from welding splatter....
