As in, won't even try to turn? Not even 90 degrees crank rotation?

It will crank till a cylinder comes up to compression stroke. EVen if i take em all out but one plug it will crank till THAT cylinder comes around to compression stroke. Im thinking its the jumper cables i have rigged up to the starter arnt provideing enough amperage. The engine is on a start up stand, with no tranny attached.
