Why would I want to clean/replace the charcoal canister?
What would happen if it "weht bad"?

All joking aside, the EVAP canister (charcoal canister) is located at the front corner of the engine compartment. Unfortunately, anything newer than a 1987 doesn't have the breather filter pad on its underside and is basically unserviceable. If yours has become clogged with dust, you'll probably have to replace it.
If it is full of liquid fuel, however, the purge system is probably malfunctioning and not evacuating the canister of fuel when the engine is running.
Make sure the vacuum hoses are connected correctly according to the underhood VECI label. You also need to be certain the EVAP purge control solenoid and purge valve is working (located on top of the canister). This solenoid is controlled by the ECM and vacuum is ported from the throttle body. When above idle, there should be a varying vacuum at the inlet side of the solenoid. It may be a low vacuum, so you should check with a gauge if possible.

Vader, you said that the ECM controls it, since I am no longer running my ECM do I need this thing hooked up, because I only have one tube running into the canister right now.

FYI - you may want to check all of the hoses running to and from the unit. Mine were starting to rot and split. It really improved the idle of my car.
