UPDATE on cam install car not running

I ripped off the pass. side rocker cover, everything seems OK. at TDC on the damper, both #1 valves are closed, and rotor points to #1 on cap. turn motor cw, and exhaust valve opens first. What else could it be? I noticed just under the rotor, there is this brown thing. Is it suppose to move? it does a bit. all the valves seem to be opening ok, so I don't think I fried the cam. Anything else I might have missed? Any help at all, I am starting to feel desperate. Can't find anything wrong. Just won't run.
If this helps, here is how I adjusted the valves: Engine @ #1 TDC end of comp. stroke, adjusted #1 in/ex valves 1/2 turn past "drag" on pushrod, rotated motor 90 deg cw, adjusted cyl # 8 in/ex valves the same way, etc. this is in the " engine assembly" section of Dave Emanuel's book "Small Block Chevy" and it seemed to be the simplest way.

The driver side valve cover is where you'll find the valves for the #1 cylinder. Are you used to the ford firing order or was it a typo?

Yes, my mistake I ripped off the driver's side valve cover.
