non thirdgen problem

Engine: LO3
Transmission: Probuilt 700R4
Axle/Gears: 3.70 9-bolt
non thirdgen problem
This is for an 89 Grand Marquis. The car will shift into first and second but then shifts out of second but will not shift into third or overdrive. Then when the car has coasted to 35 it will shift back into second. Any idea what is wrong here? am I looking at a rebuild, I'm sure it could be one of several things, any help would be appreciated.

well the problem is that it's a ford(mercury)
.though it sounds like the tranny just needs to be rebuilt.
