Get some regular 3/8"-24 (fine) nuts, and use them as jam nuts on top of the lock nuts.

Stock nuts are not like what you can buy at the hardware store. The top treads of the nut are "pinched" a little and grab onto the threads real tight. Basically, if they're in good shape and so are the trads on the rocker stud, they should not be able to back off.

I have a zillion of them laying around. If you're in the philly area drop me a line.

what about locktite? they made many different kinds and some are "serviceable"
meaning you can move nuts/bolts. but i would get a set of nuts from auto store like as mentioned above.

Are you sure the new nuts are loosening up? Put a dial gauge on the pushrod and check the cam lift compared to another lobe. It's possible that a cam lobe is worn out or a lifter has collapsed. A proper rocker nut shouldn't back off unless it's worn out.

Are you sure you're not binding somewhere and pulling the studs out? I've seen this done before... (might have done it myself)

Joel has a good point.

Roller cam lobes don't go flat, so that's out.

Possibly lifters going bad on you. Made worse if you installed tighter valve springs recently.

One last thing (this drove me nuts for a long time with one of my engines). Badly worn out valve guides. If they get real loosey goosey you'll get a tap that jsut won't go away. Worse when the engine's warm but pretty much always there. How to test for: Adjust the rocker with the engine running. Tighten the nut down 1/4 turn real quick. Tapping will go away for a second or two and then return.
