Temp sending unit

Where is the sensor that controls the temp gauge because when i start my car the gauge bounces then goes straight to 200 and wont move,even when i first go out in the morning when it is cold it still reads 200, so could the gauge be bad or the sensor that sends the info to the gauge

The sensor is located in drivers side cylinder head between cylinders 1 and 3.
