1990 IROC Won't Fire

My buddy just completed a motor rebuild and he can't get his 1990 IROC to fire. He checked the module and it's fine. The coil checks out as well. The thing ran good before the motor swap and we must have something miswired or ? It's a speed density motor. He has had the top end off this motor previously and successfully got it back together and running with no problems, so he's no dummy. He feels like it must be something he's overlooking. Any suggestions would be greatly appreciated.

I'd check the grounds to the cylinder heads... on my 89 Trans Am there were two going to each side... I had the same problem with the car not firing. If that checks out, I would start with the basics, whats getting power, what isnt, is the timing right, is it getting fuel, etc...
