weird clicking sound on down-rev???

Whenever I rev my car up it makes a clicking sound when it down-revs. I took the belt off my smog pump and it stopped, but then I had whistling noise somewhere. Anyone know where this sound is or what it is. Or is there anyway I could leave my smog belt off and fix that whistling noise? Has anyone ever had this problem. I have a 87 formula with a LG4 305 with edelbrock intake and holley 600 carb. Please help
