check engine light please help me?

ok this is not a third gen but my friend is in dier need of help. he has a 99 toyota Rav4 (toyota sucks ) and his check engine light came on. so i came over scanned it and it read EGR insufficient flow detected code p0402. I put a new egr valve on and still light will not go off and still scannes insufficient flow detected. I double checked the egr and it is installed perfect I am stumped I need help and one give me something to look for thanks

And use the proper base for the EGR?

Clear the codes. Find a toyota or rav4 board.

Egr Valve will have a low flow condition if one of the following is an issue.

Most common : VSV Valve which is the vacume solinoid that sends vacume to the EGR. ( Probobal ) Located between the valve cover and the main air chamber on the intake.

Vacume supply to VSV is off, broken or ?

Vacume modulator ( this operates with exhaust pressure to allow the vacume supply to complete its path to the EGR )

Bad EGR Valve. New ? from Toyota ?

And lastly the egr passage is plugged up
