Vacuum Issue

Vacuum Issue
Just installed carbed 350 into 92RS. Removed all computer goodies. Car starts, runs fine, got timing set at 6*BTDC, idle set and pretty steady at 800rpms after it gets warm. But everywhere I check vacuum, all I can get is 8 inches, whether on intake, or any carb port. Brakes not great at this low vacuum! BUT, the brakes were fine 3 months ago before I did the motor swap.
Replaced all vacuum hoses, checked everywhere for leaks by spraying carb cleaner while running - no changes in engine. Plugged all vacuum ports except the one besing measured, each only ever gets 8 inches at idle. Sorry, no cam specs as I got the motor complete from another person who didn't save the spec sheet, but it doesn't seem too awful wild. It does seem to drive good, idle good, and run good - just no vacuum to speak of.
Brakes seem to be good first time you push them, but if you let off the pedal, and push it again, the second push is really really hard, and the stopping power greatly reduced no matter how hard you push.
Also, torque converter lockup switch is set for 10 inches, so I'm assuming it won't work either (with this brake issue, I haven't run it fast enough to tell if it locks up yet).
Any ideas/suggestions? Or you think it's just the cam, and I'll have to get used to it? I'd really like better braking!
