starting trouble

okay, My friend has an 89 formula. We checked it out and the vats has been bypassed. the catch is at times he will get in his car and the starter won't even engage. Then another day he gets in the car starts fine. Now he can get the car to start by putting the key in the on position and bypassing the starter when it acts up. We just want to get rid of this haggle. Any suggestions.

the VATS is not properly bypassed it seems like
