The tube that runs from the carb to the evap canister purge valve seems to have been cut, then a bolt was jammed into the ends of the cut tube. I have no clue why one of the previous owners did that...but I would like to know why, if possible, and what it would hurt being like that. Also, this is probably a stupid question, but would a clogged catalytic converter cause an exhaust leak? I think that I have a leak where the exhaust pipe is mounted to the engine. My engine seems to be running a rougher than usual, I've replaced the spark plugs, so that shouldn't be it...not quite sure what's up with it.

A clogged cat would make an ex leak sound worse, just due to more back pressure.
The evap hose is just a bowl vent for the carb, it doesnt hurt anything if it is off and plugged, usually people will do that when the hose breaks cause they think its a vac. leak.
Other times the canister is full of gas and it runs better with it unplugged.
