Cloyes timing set=no clearance to cam retainer

I bought a Cloyes 9-1145 timing set for a Vortec rebuild. Problem is- once I install cam sprocket to cam ( with cam retainer bolted in) the cam sprocket binds up against the retainer plate. If all 3 cam bolts are in place and torqued down-there is no way you are gonna turn the cam sprocket. I bolted the sprocket to the cam as a mock-up (without the timing chain in place). Do I need a spacer? BTW- this is a roller cam w/ indention on front of cam.
