Cruise Control--Need Help!!

Cruise Control--Need Help!!
I'm working with a 1983 Pontiac Trans Am. It has the mechanical cruise control transducer (CCT) in it.
The problem is the cruise control fails to engauge and set selected speed.
To resolve this I have tried the following:
1) replaced the CCT itself.
2) replaced the odometer cable from the CCT to the transmission.
3) verified operation of cable from CCT to speedometer gauge.
4) replaced the instrument cluster.
5) using the Helm service manual, performed service procedures and they checked okay.
6) checked to make sure vacuum switch was not operated when brake pedal is at rest.
I would appreciate any suggestions.

It's a CFI 305 V8 automatic with a 700R4 transmission.

Yes, I have checked the wires, and they are in good order and work properly.
