Questions About Early 80's F-body Emissions...

My dad has a 396 out of a 70 chevelle SS that he has been dying to put into a car for like 20 years. Problem is right now, pretty much any chevy from like 67-71 is like atleast $8,000 for just a decent body. I was wondering if there is anyway to fit a 396 in an earlier 3rd gen, and if there is, would it pass emissions?

Also, alittle off topic, but is there any way a 396 in maybe a very late 2nd gen TA or Z28 would pass emissions for those years (78-81??)??
