Roller rockers down on one side and flat on other????

Roller rockers down on one side and flat on other????
I bought this engine maybe 7 months ago, and it was sitting at that guys house for maybe 3-4 months. Well, When I got there I looked under one valve cover and saw the rockers were basically where they were supposed to be, or so I think I remember. Well I just looked under the other side not too long ago and saw that all of the rockers were flat, none were compressing the springs. I looked under the other side and 4 rockers were down and 4 were up. The cam is crower hydraulic roller with matching crower roller lifters. I havent tried turning the engine manually over to see if the rockers move yet, but it just struck me as very weird. I'm not too familiar on how hydraulic roller lifters work. Do they use the oil from the engine to work properly, so if it sits around for a while they just leak out and everything becomes flat? So does the engine just needs to be started and the lifters will refill with oil and right itself? Or are my lifters/cam busted and need replacing? Please help! Thanks.
