I had that problem not to long ago. My problem was the vats system. The wire inside of the ignition tumbler slowly broke loose over time and just the way it works threw me off with the turn it off, wait, try again and it works. I read somewhere that when you pull the key out it takes some time to reset itself, not sure if that was true or how long it would take exactly to reset. Anyway, try to insert the key, turn it forward a notch, just stop just before you try to turn it any further to start the engine. You should see the security light come on for a second, then turn off. This should mean that vats checks out. If you see anything else, this might be an area to troubleshoot.

Sounds like GM starter heat soak.....
When it does this tap on the starter solenoid while someone starts the car if it starts its the starter.....
