Well the car is just about 20 years old, i doubt someone cleaned out that tank. my oppinion is when u put the $5 of gas in, ur mixing the gas with the crap at the bottom of the tank, probably clogging the fuel filter a bit, causing your car to run bad. thats my best guess.
Oh yea, and have some dam patients(cant spell), this forum is awesome and people respond very fast, just dont be a jerk while posting.

usually when the tank is low it'll run crappy, 'cuz it's picking up junk. chances are it's doing that now.
dropping the gas tank will be a last resort.
change your fuel filter at the carb. fill the tank up past half. shake the car a bit (can't hurt right?) run it. if it won't run right, kick yourself for putting so much gas in, siphon it into jerry cans, and drop your tank and rinse it out. clean/replace your pickup sock.
run a can of seafoam into your tank. (or 1/3 can). meanwhile run another 1/3 into the intake. (follow instructions on bottle). (coincidence there are 3 uses, and each takes 1/3 of the can ? )
those are my thoughts and ideas.

Ok, Thank you very much, Oh, and i did Replace the fuel filter near Carb, and the place u put gas in, u can wiggle it a lil bit, but when it stops rain'n ill get it jacked up and take a look under there, and prolly just cyphon it right from start, and clean tank out, and check intake, might it be the fuel pump? at all?

I'll echo stop yelling also. Here's something to check. The charcoal canister emissions system. It is the only thing affected by the act of putting gas in the tank. Temporarily disconnect & plug the vacuum hoses to the canister. It's possible that the problem is the engine is picking up either vapor or raw gas at idle and filling the tank refills the "supply" of vapor/gas being picked up by the engine. I changed my CC car to carb and was trying to figure when to trigger the solinoid that evacuated the charcoal canister. No problem, I'll just tie it in with the Torque converter clutch and since the car is at highway speed it will just "trickle in". Boy was I wrong. Choked the engine so bad it was missing more than it was running.
p.s. still looking for the NE (north east) opinion.
