can this overflow tank be used as "recirculating"???

i bought this from summit because my fenderwells are shaved and that ugly bottle isnt going back on there!

problem is summit says this isnt recirculating and i dont understand why.
i will install the coolant intake fitting on the bottom and put the drain petcock at the top. this should then make it recirculate, correct?

the vacuum in the cooling system pulls the coolant back into the radiator when the level drops back down, right?

heres a pic of where its mounted too, it is below the overflow on the rad if it makes a difference.

You'd have to leave the petcock open all the time, but I can't see why it shouldn't work. It doesn't look like it holds all that much though.
