I'm new to this so bear with me. I have a 91 z28 that lacks power through out the rpm band. Throttle response is bad and the car stinks of gas. It has been given a tune up (new plugs, wires, cap, rotor) I replaced the coil and the IAC and the O2. I checked the TPS and it seems to check out OK. I've cleaned the thottle body and the air filters. The timing has been set and the timing chain is in good shape. It seems like there is a vacuum leak. The guy I bought the car from didn't know too much about cars and he had said that the fuel injectors had been replaced. I'm just wondering if the vacuum lines went back where they should have. Any help would be appreciated. Thanks.

Your car originally had a vacuum routing diagram under the hood. Some were on the radiator support, some on the underside of the hood by the latch. Have you looked for one on your car?
There is a thread on the FAQ forum with diagrams in it, but I don't think anyone has posted one covering your car.

Thanks. Found the diagram under the hood and did find some differences between the diagram and what was on the car. Made the changes today, but the car still runs bad. No power at all. I'm running out of ideas. Any suggestions? Thanks.

Check for a vacuum leak? Spray carb cleaner around every vacuum connection while car running, and see if idle smooths out or even increases - if it does - that's your leak. Also spray all around the intake and carb (or TBi or TPI, whatever you have).
DO NOT USE STARTING FLUID - it's too volatile and can easily start a fire if you have an electrical connector not plugged in all the way or something (ask me how I know lol).
