Code 32

I have been getting a code 32 for quite some time now. This means the egr system is failing. What I need to know is how does the ecm determine that the egr system is bad? What sensor sends info to the ecm indicating that the egr system isn't working?

The MAP sensor is expecting a change of manifold pressure within a certain amount of time after an EGR command,I think.
