Failed E-test

Car: 1991 Firebird Formula WS6
Engine: LB9
Transmission: T5
Axle/Gears: 3.42's
Failed E-test
So i went to get an E-test today and failed...the numbers
ASM2525 Test
HC ppm - Limit = 55 Reading = 115 Result = FAIL
CO% Limit = 0.31 Reading = 0.47 Result = FAIL
NO ppm - Limit = 612 Reading = 539 Result = PASS
RPM = 1538
Dilution = 14.1
Curb Idle Test
HC ppm - Limit = 200 Reading = 240 Result = FAIL
CO% Limit = 1.00 Reading = 0.58 Result = PASS
RPM = 769
Dilution = 13.6
Now from what i gather... im guess my high HC and CO% is due to running rich... i bumped up my fuel pressure about 4 PSI over stock... so would bringing it down lower these numbers into spec? the car also needs valve seals...but would that cause the HC's to go up because i thought the oil is only burned during start up and upon accel and deccel.....

oh i forgot to add one fan was wired on the whole time...car was running around 180 degrees on my mechanical
gauge...
.....Air Filter is Clean.......Base Timing is 12 Degrees

Well, the added fuel pressure might cause a slight rich running condition as well as if the fans are keeping the computer from going into closed loop due to it thinking its not warmed up yet. Try the fuel pressure first as that 4 psi may just enough to fail the test.

in addtion to Creeping said, i would also say take 2 degrees of timing out.
make sure the cat is good & hot too.

well i went back earlier today with just adding 4 litres of methyl hydrate into 1/8th a tank of gas and came out with the following numbers
ASM2525 Test

The car was nice and hot because i drove around for 30 min before hand to let the mixture in the fuel tank mix.... and during the test the car was around 220 degrees.... so after the test i went and began the task of lowering my fuel pressure back to stock.. and i set my timing to 4 degrees advanced instead of the 12 i had it at.... hopefully tomorrow i can pass and then put her back to how i had it...

ok this is starting to get a little frustrating.....so last night i turned the timing down to 4 degrees and lowered my fuel pressure back to stock... went in this morning for the test.... the car was running around 220 degrees during the test so it was nice and hot

Stock injectors? Ever been cleaned? Checked for leakage? How new is your O2 sensor?

the injectors are stock.... i ran injector cleaner through the system 3 months ago.... umm never been cheaked for leakage and im not sure of the age on the 02 sensor since i bought the car about a year ago.....
