Ignition BEEEEEEP and dash light problems. HELP!

Ignition BEEEEEEP and dash light problems. HELP!
I posted this on the Electronic section but I notice that there is a more response feedback in Tech/General Engine
On my 87 5.7 360 IROC, the ignition beep (the beep that comes on when you stick the key in the ignition) stays on a for a really long time, probably a whole minitute after i start the car and drive it. It's pretty loud and annoying. Also, the lights in my dash (SES light, fasten seat belt, hand brake, etc) dont come on at all when i turn on the ignition. I'm thinking these two problems are related but I'd appreciate it if I can get help on at least fixing one them.
Oh and I've checked all the under the dash fuses. They are fine.
And I dont know if this is related but when i turn the car to ACC, the fan comes on. It happens all the time, being that i just bought this car, i was wondering if this sounds normal?

Ive heard of this happening befor
I have a friend that has a 86 GTA and the whole from part of his electronics got messed up, i will ask what he did to fic the problem
