Gas problem

The dreaded gas problem like always. However, after searching for answers with no results, I've decided to ask the people who know more about 3rd gens than anybody else.
My problem: When car is on, gas is seeping its way through my gas cap and out. When I turn the car off, you can still hear the gas. When twisting the cap off pressure escapes and gas fumes follow. I have gotten to the point where I need this fixed. My paint is fading around the gas cap and it's only getting worse. I didn't do any mods before this started so I have nothing of my knowledge to go back on. However, the old owner did say the fuel pump died, so he replaced it. Could the fuel pump be the problem if it wasn't installed right?
Things I've checked so far: I have checked the UFO valve, the check valve near the charcoal canister, my canister isn't full of fuel like others, and my fuel pressure, which varies from 38-49. I don't know what else to check. Could the solenoid on my canister have stop working and if so how could I check that?
I don't smell gas near my engine, and I also don't smell the gas coming from my charcoal canister to atmosphere. I have tried countless gas caps, vented and non-vented. Thanks for any help, and let me know if there's any other information needed to figure out the problem.

Well... Looks like it's "fixed" for the time being
My dad told me that the line going to the check valve was off when we bought the car. I hooked the line back up during last winter. The guy who owned the car before me knows his stuff about cars, so we decided that could be the problem. So, in the long run I unhooked the line going into the check valve and so far no vapors out the gas cap
Easy fix, but the damage has been done to the side of my car. If only I had tried this earlier...
