hard to turn over

i recently put a rebuilt carbed 350 bored .060 over vortec heads 9.5-1 cr in my firebird.after the install i ran it for maby an hour tops.starter did fine turning it over and cranked good.well i messed up and left the hood and air cleanner off one day and went to town for a few hours and it ended up pouring down on my car.im sure water got into the carb.well the next day i cracked it over a bunch of times to maby get any water out.but i didnt pull the plugs out.any way i covered everything up and the car sat about a month.well now im going back to do more work on it and the starter just wont turn it over fast enough to crank.it will turn over once and then die.sounds very weak.i even put a 950 cranking amp battery on it.it helped some but not enough.what seems to be the problem here.maby the rain caused rust in my cylinders.maby rain fried starter.i was thinking of pulling all the plugs to relieve compression and turning it over a while.maby it needs a good lubing.anyone have any suggestion please help.is my $3000 that i never drove fried?

im having a sorta same prbolem 'sept my motor didn't see any rain to my knowledge....

it's hard to crank and ate two starters so far.... im gunna pull the plugs to make sure im not hydralocking it but I'm becoming very disheartened.

$5000+ without even starting yet......
