strange lifter noise ?

strange lifter noise ?
doing final assembly of motor rebuild and just got my roller rockers and push rods.
while setting rockers and turning crank i started to hear a strange noise.
so i finished all rockers and started turning motor over with ratchet and found noise to be a slight clanking when no.1 intake valve is coming to full close.
the sound is definetly the lifter.
any ideas ? bad lifter ?
just replaced bearings and rings in block cam and hyd rollers are being reused.
