string trick for belt size

How can you get a measurement from a string after you put on pulleys, if there is no belt and the tensioner is fully depressed? Wouldnt this mean that the size would be thrown off because there we be no tension on a belt of that size?

So if I measure with no belt on and the tensioner depressed, then the belt should be fine?
