Error 23 - Not Idling well + Loss in power. HELP!

Car: 1991 Camaro
Engine: 3.1 V6
Transmission: Auto
Error 23 - Not Idling well + Loss in power. HELP!
Error 23 - Low temperature at manifold air temperature sensor OR Throttle position sensor error
This is the code I am getting on my 1991 RS 3.1 V6. The car started running bad a few days back. I have had fan trouble lately and I bypassed the whole system and ran a switch to it. And it works just fine. So I don't believe this is a reason for the error.
If you give the car gas it will start fine. But if you let off it will slowly sputter and die. Seems like it forgot how to idle correctly.
If you slow down for a redlight - the car will slowly sputter and die.
Also, it seems like the cars only running on 4 cylinders. There is a mjor loss in power and it seems like not all cylinders are hitting. It's real sparatic as well - randomly hitting cylinders and sometimes not all.
I checked all the plugs and wires - seem to be fine. Coil is in good shape - What all could the Throttle Position Sensor be messing with and/or the Low Temperature at Manifold?
any help at all would be great - Before I paint this thing, I want it to be running good! :P Thanks!
