Loss of power while in low rpm

So i just had fastchips burn me a new chip for my car about a week ago and i put it in and it drove fine but today when i was driving it, i was just cruising at around 1400rpm and i went to accelerate and it felt like it was bogging down and would just feel real sluggish until i pushed hard enough for it to downshift. as soon as it would downshift it would feel normal though. it seems like as soon as the rpms raise over 2200rpm it goes back to normal. i was just wondering if this had to do with the programming of the chip or of something else. could it be the fuel pressure? haven't checked that yet but i will tomorrow. just wondering if you guys had any ideas that would help me out. it is just a l98 with a holley stealth ram, with the stock 22lb injectors, msd 6al, shorties, flows, cam w/ springs. its not giving me any codes either.
Thanks

Did it do that before or after the custom chip?
