Engine: L98 -350TPI

Purpose of Piece of metal near distributor?

On the passenger side of the distributor (about 3 inches from the distributor)there is a flat black metal peice that sticks up and has about a 3/4ths inch diameter hole in it. What is the purpose of this piece of metal?
