Ignition Wiring? or solenoid?

Ignition Wiring? or Ignition solenoid?
Hey guys, i already tried to use the search, it didn't clearly answer my question.
My question is: when i turn my ignition (at the column) to the on selection and try to turn over the engine, it does everything but get power to the starter. I have replaced the relay in the kick panel and no luck.
No security light is popping up.
I have been driving with this problem for a while, meaning that i can start the car via the starter solenoid in the engine bay while the key is in the "on" position.
when i turn the key to start, the cd player turns off for a sec just like if i was going to start the car normally.
so, should i just test the wiring from the column to the relay, and after the relay? there are 2 wires... tan? and white? i think. if i spark those 2 together, should it give power to the starter?
any other information would be great. I have both the chilton and the haynes manual, but personal experience is always better than the book... it is technical versus simple.

And don't forget the ignition switch and the rod from the key cylinder that goes down to the switch. I believe there is something that wears (especially with a tilt wheel) on the 3rd gen. If the cylinder and linkage don't move the switch all the way it will do as you describe also.
