should i be able to rock my rocker arms?

i took my valve covers off 2day and i noticed that i can move my rockers arms back and forth except for 2 of them am i supposed to be able to do that also how tight are the supposed to be the number on the head was

Generally, yes.

Only the ones on valves that are actually being opened at the moment, will be tight. All the others will typically have some slop to them with the engine not running and no oil pressure.
