Basically, you press the button on the cruise, the computer says "OK DRIVE HERE" and the diaphram on the cc tightens up, pulls the cable/rod tight in order to hold the throttle in position. On some models it's a ball-chain rather than a hard cable or rod (like mine, dumbest design I've ever seen).
Now, there is usually a sensor down on the drive shaft (for older cars like mine) or in the newer cars the sensor is in the dash (I think but only for Electronic Speedo's). Could be that that's going bad/is bad, or your computer that tells it where to set is out of whack. Anyway, that's where I would start. Hope this helps and if I'm wrong, someone who knows please post.
