surge..bad IAC or TPS?

Car: 1987 1SICIROC.....1999 TransAm
Engine: 385 HSR.....LS1
Transmission: 700R4 with Midwest 3400 2.4str...M6
Axle/Gears: SLP Zexel Posi unit 3.42's...3.73's
surge..bad IAC or TPS?
I have idle surge and in gear idle surge.....what would cause that?....I was thinking its the IAC..am I right? I have tried to set IAC the TECH way....and I think ive noticed that when I fire the car up after unpluging the IAC.....ofcourse the car idles real low.....but it does not surge at all.....would that mean the IAC is bad?

Next time it surges unplug the TPS.If it stops surging thats most likely your problem.Have seen this many times before on lots of cars.
