Speedometer bounces all over the place!!

hey all, i have an 83 z28 with an A4 tranny..
my speedometer swings all over the place.. i'll be doing 20mph and it bounces from 5mph-25mph.. rarely does it give a somewhat accurate reading when i cruise..

i did a search but everyone seems to have the problem in 5th gear or in a more isolated case... but mine is in any gear, any speed..
any ideas?

pulled both the upper and lower cables out.. cleaned them well.. covered them in white lithium grease

but then again i dont know much about the cruise control systems so im guessing
