ok this will probably be a stupid question but when installing the studs the washers go on the bottom side right? between the nut on the stud and the guideplate? also i have 34 washers total so 17 per head. why is there 17? that seems odd to me.

Guide plates usually don't use washers; the stud has a little shoulder that fits into a chamfer in the hole of the guide plate to locate it.

Oddly enough, there are 17 head bolts per head; 34 total. Sounds like you left the head bolt washers off?
