Is the EOIC the proper way to adjust valves with an engine not running?
with exhaust opening, I adjust intake, and vice versa for exhaust?
I know I tighetn the rocker nut till the pushrod wants to stop spinning then about another 1/2 turn.
am I thinking right?

That method will work fine. Don't expect the pushrod to stop turning though, just feel for an increase in drag while you turn it.
