Unplug tps andthe surging stops

I have a 89 l98 that surges 125 rpm or so at idle. Tuner Pro says my TPS is.57v, that's where I have it set. The voltage moves smoothly, no spikes or sticking, however when I disconnect it while the engine idles, the surging stops and the IAC stops changing 10 to 15 steps to correct whatever it's being told to correct.

Has my TPS failed?

The TPS is probably fine. You've thrown it into a limp mode by disconnecting that sensor. Being a MAF car (it is right?) it will run with the TPS disconnected and eventually somewhat normal. I'd check your minimum air setting and IAC and passages and clean the TB and plenum and see how it does then. 125rpm is borderline, depending on how it fluctuates. A scan tool will sometimes show the RPMs jumping around more than they are to some extent. If its annoying, then search more. If its tolerable, forget it.
