Starter? Or Possibly Worse?

Car: 1988 Camaro SC
Engine: 2.8v6
Transmission: 5spd manual
Starter? Or Possibly Worse?
So last night I was taking my brothers to the movies. And I am driving and the cars back like its trying to stop... It starts shaking sorta, i try to shift down and i cant... So now im braking and still tryna shift.
End up in the middle of the street stopped. Try to start the car and get a whirring sound ( which is why I think starter ). Just not sure if a faulty starter matters when the car is moving.
I am worried about transmission or clutch... Also we tried to roll the car backwards to push start it...the car stops and it got progressively harder to move the shifter around, clutch in or not. Eventually the gear shifter would not move side to side in neutral.
AAA comes to tow my car, the car gets lifted in the back and then the gear shifter acts normal...
