Car takes forever to idle up slow on accleration

To start i have a 92 RS TBI, and i recently had the timing set. Ever since the timing was set my Tach quit working and i have to let it run for about 15 mins before it is halfway decent. The power goes down and it almost stalls then power kicks back up. Someone told me it could be a hot cold sensor or idle control not sure on the idle control part though. May sound stupid but the part that my buddy told me might be bad is like a plunger thing on the driverside at the front of the car that controls the throtle. I havent changed the fuel filter either don't know how long but any help would be appreciated please. Thanks

When i first turn the key to on posistion it dose and when i get the car running it goes away. After i drive for a long time usually about 30-40 mins the light pops on, this is when im on my way up north. Then it will shut off to. But that is the start of things now it dosent even want to start just clicks at the starter and i just cleaned the post for main power down there and **** about a week ago.
