Can we assume you mean a universal square-bore Holley, and not a Holley re-manufactured q-jet?
Can we assume non-EGR Edelbrock intake manifold?
Can we assume vacuum-mechanical advance distributor?
Can we assume A.I.R. removed?
Can we assume no catalytic converter?
If we can assume all that, you can assume you're up the perverbal creek without a paddle.
High HC means unburned or partially burned fuel - a "miss", either due to ignition or compression leak. If you haven't already, new plugs, wires, cap and rotor may improve it if it is an ignition issue.
High CO means mixture is too rich. Probably carb adjustment/tuning, possibly choke not fully open.
High NOx means high combustion temperature or pressure. EGR is designed to combat that. If you have EGR, then either the valve isn't working properly, or the passages are clogged. If you don't have EGR, backing off the timing is your only hope.
You may be able to lean out the idle mixture, lean out the jets, and back off the timing, after the ignition tune-up, and get it closer. If you don't have a cat, put one back in.

Re: help me pass emissions please
Is it an idle test or dyno test? If it is a dyno test I doubt anything you do cam make you pass.
This is why I am very against removing emission equipment. Every two years I drive up and get a sticker without issue.

Re: help me pass emissions please
not sure about connecticut, but maybe it's time to just get it "collectable" or similar tagged and use another car as a daily driver. Otherwise, like everyone said, all you can really do is retard timing and lean the crap out of the carb setup and make sure your ignition system is fully functional. Use regular gas, not high octane and cross your fingers again. Also, make sure you are running at around 200 degrees. Low temps aren't good for emissions tests.
BTW, why would you disconnect the PCV system ? That has nothing to do about performance and keeps your oil from going all acidic.

If you were to make some changes you could get this thing to pass. It depends on what you want.

you could always retard your timing a few degrees
