Welcome to TGO. It's part of the heat stove, which transfers heat from the manifold to the carb. You'll want it in cold weather.

Since you're in Florida, I doubt it would help any.
It's a stovepipe to allow warm air off the exhaust to enter the carb when it's very cold outside. The warm air helps to keep the fuel from condensing or freezing in the intake.
If you install headers or an open air filter, the stovepipe wouldn't be used either.
